Interesting...

The only way it ends up in Drafts is if it has no PostedDate and no DeliveredDate. So something is interfering with the message being handed over to the router, and yet I presume there's no error message. Have you checked the local log.nsf to see if any errors are being written there? And are there any plugins installed via the extmgr_addins entry in notes.ini?
